Tac-Med instructors and cadre are recruited for their military, law enforcement, rescue, and medical expertise.  With few exceptions, all Tac-Med cadre are “dual-role” personnel, providing teaching / advisory capabilities as well as being field response personnel.

Tac-Med also has partnerships with federal and local law enforcement tactical teams, whose members act as adjunct teaching faculty during our classes and seminars.

David P. Neubert, MD, EMT-HP, Chief Medical Officer

David Neubert, MD is medical director for Trappe Fire Company Ambulance, and provides medical consulting for Federal law enforcement agencies.  He is board certified in emergency medicine and has spent his career working in trauma centers in NY and PA.  He has 12 years of experience in EMS, currently as an EMT-Health Professional and EMS Physician. He recently received certification in Basic and Advanced Tactics and Medicine from the International School of Tactical Medicine in Palm Springs, CA.

Brian P. Pasquale, BS, NREMT-P, Operations Officer

Brian Pasquale has been a paramedic since 1990. He’s in the process of completing his Master’s Degree in Public Health (M.P.H.), with a concentration in Disaster Preparedness & Emergency Management. He has recently retired after 22 years of Army Reserve service, spending his most of last 12 years in Army Civil Affairs. He has been teaching tactical medicine programs since the 1990’s and has taught hundreds of deployed soldiers at various levels since the beginning of GWOT operations in 2001. He served as a flight medic in Desert Shield/Storm and served in support of current GWOT Operations. Prior to his retirement, SSG Pasquale was selected to be commissioned as an Army Medical Officer and was awarded the Army Meritorious Service Medal.

John “JR” Rigione, AEMT-P, Chief Logistics Officer

John has been a Paramedic since 1995. He serves as Logistics Chief for a Disaster Medical Assistance Team under the National Disaster Medical System. JR is frequently tapped as a resource for the initial deployment and set up of field Head Quarters for most missions and as a result had spend considerable time in the gulf coast following Hurricanes Katrina and Rita.  JR has been a certified fire fighter for over ten years and has an extensive background in all aspects of fire suppression, rescue, Haz-Mat, and Special Operations. JR has provided dignitary medical protection in conjunction with the state department. JR is currently the Emergency Manager for his town and is working on a Degree in Emergency Management and Disaster Preparedness.

Francis Congdon, PHRN

Francis Congdon is a registered emergency room nurse that works at Nazareth, Germantown, and Albert Einstein Hospitals. He is certified as a paramedic/pre-hospital RN and is formerly a 13 year veteran of the Philadelphia Fire Department. He initially received his medical training in the military, where he was a Navy fleet marine corpsman with the 1st Marine Division/1st Marine Recon Battalion.

Michael Johnson, PHRN

Michael Johnson currently works as a registered nurse in the emergency department at Albert Einstein Medical Center, and also works as a paramedic/pre-hospital RN for Bryn Athyn Fire Company and Bucks County Rescue Squad. He is certified in Basic and Advanced Tactical Medical Support from the Lancaster County Public Safety Training Center, and also has completed the FEMA Medical Specialist Training Course.

Michael Seifert is a physician assistant in the central PA area.  He serves as an executive member of a local EMS service, and has been an EMT for many years.  He’s an Army Medical Specialist Officer and qualified flight surgeon, serving in the National Guard.

Michael R. Seifert, MPA, APA-C, EMT-B

Andrew Bershad is a detective with the New York City Police Department’s elite Emergency Service Unit, a tactical and rescue unit that covers the city’s five boroughs and a population exceeding 8 million.  He has also been in the emergency medical service field since 1989 and is certified as an NREMT-P.  In addition to patrol duties, Detective Bershad is an instructor for the NYPD Special Operations Division training school in the department’s EMT program and is currently operating as a REMAC-certified paramedic in the city’s EMS 9-1-1 system.  As part of the extensive training he has received, he is certified as a hazardous materials technician, a tactical medic and a rescue specialist for the FEMA Urban Search and Rescue Team. 

Andrew Bershad, NREMT-P

Officer George Thornton (EMT-I), a federal Police Officer assigned to the Special Operations Division’s Tactical Medical Unit (TMU) within the Emergency Response Team (ERT) / SWAT. Has experience is in fire / hazmat and EMS response, CBRN / Hazmat Technician, executive protection, tactical medicine, Counter-Assault-Team missions and Law Enforcement.  Officer Thornton spent 5 years in the United States Air Force as a Firefighter / EMS professional.  Over 6 years experience working within a hospital setting as an Emergency Room Tech within the DC metro area. He also spent 3 years within the Federal Government providing CBRN and medical executive protection during CONUS and OCONUS travel. His responsibilities on the Medical Unit, is to provide medical support during federal warrant, Dignitary Escorts, Active shooter incidents, ceremonies and provide preventive medicine for all tactical operators.

Leon Jaskuta, EMT-B

Leon is a sergeant with the Tredyffrin Township Police Department where he has been a member for 24 years.  He is currently assigned as a patrol sergeant and the K9 supervisor.  Leon has been a member of the  North East Chester County  Emergency Response Team for the past 12 years and is currently assigned as part of the team’s medical element as an EMT.  He is also a proud graduate of the first TOMSP-Basic Class in November 2007.
