David Neubert: MD / Medical Director

"Dr. Dave" serves as the Deputy Regional EMS Medical Director for Montgomery County, PA and is the squad medical director for Muhlenberg Ambulance, Skippack EMS, Longwood Fire Company, Minquas Fire Company, and Levittown Fairless Hills Rescue Squad. He is dual board certified in Emergency Medicine and Emergency Medical Services.  He has spent much of his career working in trauma centers in NY and PA. He has 20 years of experience in EMS, currently as a field responding prehospital physician. Dr. Dave was honored in 2009 as the "Emergency Physician of the Year" by the Pennsylvania Emergency Health Systems Council. He received tactical medicine training from the International School of Tactical Medicine in Palm Springs, CA, and provides medical consulting for federal law enforcement agencies. He also serves within the federal Disaster Medical System as a medical officer on DMAT NY-4 and staffed night-shift at a field hospital in Long Beach, NY as part of the response after Hurricane Sandy.

Detective Andrew Bershad: AEMT-P

Detective Bershad works within the New York City Police Department's elite Emergency Service Unit, a tactical and rescue unit that covers the city's five boroughs and a population exceeding 8 million. He has also been in the emergency medical service field since 1989 and is certified as an NREMT-P. In addition to patrol duties, Detective Bershad is an instructor for the NYPD Special Operations Division training school in the department's EMT program and is currently operating as a REMAC-certified paramedic in the city's EMS 9-1-1 system. As part of the extensive training he has received, he is certified as a hazardous materials technician, a tactical medic and a rescue specialist for the FEMA Urban Search and Rescue Team.

Brad M. Cosgrove: B.S, NREMT-P, CCEMT-P

Brad has been in emergency services for 9 years as a firefighter, paramedic, USAR Rescue Specialist and Tactical Medical Operator. Brad received a degree from the University of Pittsburgh in Emergency Medicine and also received his critical care paramedic interning on a medical helicopter. Brad currently works as a full time Supervisor & FF/Paramedic in Chester County and is in charge of the Tactical Medical Operators on the Western Chester County Emergency Response Team. Brad is also a dual rescue and medical specialist on Pennsylvania's Company 2 Urban Search and Rescue Team. Brad plans to continue his medical education by obtaining his Masters Degree in the medical field.  He also works for PennSTAR as a flight medic.

Chris Bossart: EMT

Chris provides logistic support to the Tac-Med team and has eight years of experience in the fire and EMS service. He works as a paramedic within the NYC EMS system.  He is an EMS officer for Town of Hempstead Ocean Rescue during the summer months and has worked for fire and EMS departments in New York and Pennsylvania.

Frank Congdon: PHRN

Frank is a registered emergency room nurse that works at high volume Philadelphia Hospitals. He is certified as a paramedic/pre-hospital RN and is formerly a 13 year veteran of the Philadelphia Fire Department. He initially received his medical training in the military, where he was a Navy fleet marine corpsman with the 1st Marine Division/1st Marine Recon Battalion.

George Thornton: EMT-I

Officer Thornton is a federal police officer assigned to the Special Operations Division's Tactical Medical Unit (TMU) within the Emergency Response Team (ERT) / SWAT. Has experience is in fire / hazmat and EMS response, CBRN / Hazmat Technician, executive protection, tactical medicine, Counter-Assault-Team missions and Law Enforcement. Officer Thornton spent 5 years in the United States Air Force as a Firefighter / EMS professional and has over 6 years experience working within a hospital setting as an Emergency Room Tech within the DC metro area. He also spent 3 years within the Federal Government providing CBRN and medical executive protection during CONUS and OCONUS travel. His responsibilities on the Medical Unit is to provide medical support during federal warrant, Dignitary Escorts, Active shooter incidents, ceremonies and provide preventive medicine for all tactical operators.

Jody Heckman: PHRN

Jody is a full time supervisor of Muhlenberg Area Ambulance in Berks County for 13 years. Starting in EMS in 1986 went on to serve 3 years active duty in the US Army as a Combat Medic until 1991. After completing his BSN at York College, he graduated Harrisburg Area Community College with his PHRN in 1996. He has been teaching International Trauma Life Support for about 10 years. Since August 2011, he has been a tactical medic with TEMS supporting the Berks County Emergency Response Team.

Joel Rutkowski: EMT-P

Joel Rutkowski is a veteran EMS provider with 23 years experience as a field level provider, educator and leader.  Joel was initially certified as an EMT in the 1980’s while serving in the U.S. Navy.  The majority of Joel’s service time was spent serving with the Fleet Marine Force.  Upon honorable discharge from the Navy, Joel worked many years as both a private detective and a fugitive recovery agent. In 1999, he decided to return to the field of medicine.  Since then, he has served as both a basic, and then advanced field provider, operations coordinator and Chief of Operations.  He has been an instructor at Tac-Med, LLC for several years and hold a Bachelors Degree in Healthcare Administration.

John Rigione: EMT-P

JR has been a New York paramedic for over 15 years. He has worked in New York City as well as Pennsylvania. While working as a medic, JR had the opportunity to work with the Department of State to provide medical coverage to dignitaries attending the UN General Assembly. JR is the logistics Section chief for the Disaster Medical Assistance Team (DMAT) NY-4 in Rockland County NY, and also provides logistical support for the Tac-Med team. While working with DMAT NY-4, JR has been deployed to multiple disasters and has provided medical aid in austere environments for over 15 years. JR serves as the Emergency Manager for his borough as well as an officer with his Fire Department. He is currently working on his Bachelors in Emergency Management through American Public University System.

Justin Erosh: EMT

Justin serves as a military police officer in the US Army, and recently returned from a tour in Afghanistan. He has worked as a state corrections officer, is active in the fire service, is certified in HAZMAT, and also works BLS in Hudson County, NJ.

Marty Liczbinski: NREMT-B

Marty has been a full time EMT-B with Bucks County Rescue Squad for over 7 years. For the past 2 1/2 years he has been apart of a team of medics assigned to Bucks County MIRT ( Major Incident Response Team), where he is also a certified Haz-Mat Lvl B operator/medic. He works/trains closely with the Philadelphia PD MIRT. Marty obtained his tactical medic schooling at TMI in NC. Marty provides tactical medical support for the local police departments in lower Bucks County, assisting with High Risk Warrants and barricaded subjects.

Rick Pescatore: DO, EMT / Deputy Med. Director

"Dr. Rick" is currently working with and training emergency service personnel in the Philadelphia region, and has been active in emergency services for over a decade.  Rick graduated from the U.S. Naval Academy with a B.S. in Aerospace Engineering before entering the Navy's Submarine Warfare community. Rick has served in various capacities in both the military and civilian sectors, including as a combat medicine Subject Matter Expert and later Commander of Navy's Infantry Skills Team.  He also has broad international medicine experience, and recently was in Ethiopia helping to establish pre-hospital care systems, and educating police and military officers in tactical medicine.  A graduate of the Philadelphia College of Osteopathic Medicine, Rick is currently an emergency medicine resident at Cooper Univsersity Medical Center.

Sam Pinto: EMT-P

Sam is a fire Lieutenant and paramedic currently working for the City of Long Beach NY Professional Fire Dept. He has over 10 Years 911 EMS experience, first with FDNY EMS working in Manhattan and the Bronx. During Superstorm Sandy he oversaw the public health and medical care for the entire community of 35,000 people that were left without power, sewer, water, communications, or transportation after the storm . As part of his medical command duties he worked with multiple federal agencies and coordinated the response of USAR Teams, FEMA EMS Strike Teams, and a DMAT field hospital that re-established medical care for the community. He is a national fire instructor and received his supervisor training at the FDNY FLSTP Academy.

Stephen Vetrano: DO, FACOEP, FACEP, EMT(I)

Dr. Vetrano is an emergency physician practicing in NJ. He is also an EMT and EMT instructor in NJ. He is a graduate of the basic and advanced classes of the International School of Tactical Medicine and the CONTOMS Medical Director's Course. Dr. Vetrano served with the Mercer County, NJ, Sheriff's Office Emergency Response Team. He is medical director for various BLS agencies throughout central NJ and active in prehospital education thoughout NJ.
